Bloom isn't spoilage, but it is a tempering failure
Those white or grey streaks on old chocolate are called bloom, cocoa fat that migrated to the surface because the crystal structure was never set right, or the bar got too warm after the fact. It's still safe to eat and tastes the same, but it never had a proper snap and never will again.
