Priced by what the shoe's construction actually requires, a welted resole and a cemented one are not the same job.

Cemented shoes can't take a true welt resole
If your shoe was built cemented, there's no welt channel to stitch a new sole into, no matter how good the leather is. We resole it cemented too, which is real work and holds up fine, but it's a different job at a different price, not a downgrade we're hiding.
